Alice Springs bars face new alcohol restrictions, sparking debate
Alice Springs pubs and bars are now restricted from serving full-strength alcohol outside of meal times, according to a recent decision by the Northern Territory Liquor Commission. This move has sparked controversy and concern within the hospitality sector, with some questioning the effectiveness of the measures.
The new rules, effective immediately, allow full-strength alcohol to be served only with a meal during lunch hours on Wednesdays to Fridays. Over 20 licensed venues in the town will be affected, limiting full-strength alcohol service to 11:30 am to 3 pm on those days.
The commission's decision is part of its ongoing efforts to reduce alcohol-related harm in central Australia. In a related measure, the commission has recommended that Todd Tavern, The Rock Bar, Bojangles, and Uncles Tavern introduce on-site ID systems to prevent people with banning orders from being served. However, the implementation of this recommendation is contingent on the Northern Territory government updating legislation governing the sharing of drinking-related information.
The hospitality sector has expressed strong opposition to the new restrictions. Cathy Simmonds, CEO of Hospitality NT, described the measures as unprecedented and expressed disappointment, stating that they will create extra pressure on staff and require a massive training program for venues.
Simmonds questioned the commission's interpretation of the data, noting that alcohol sales have been decreasing since 2018, and crime had not improved until the last 12 months. She argued that most tourists and Territorians drink responsibly, suggesting that the restrictions may be unnecessary.
Police cautiously welcomed the proposed restrictions, with Southern Commander James Gray-Spence stating that the measures are aimed at curbing alcohol-related incidents, particularly mid-week. He emphasized that the decision is data-driven, citing an increase in incidents between Wednesday and Friday.
The commission's approach has been defended by its chair, Russell Goldflam, who cited police statistics and security operator data, noting a substantial spike in trouble on Wednesdays, Thursdays, and Fridays. The decision aims to balance public safety with business operation, but the hospitality sector warns that the new requirements could add complexity and cost.
The liquor commission's decisions are appealable within 20 days, giving venues time to respond. Patrons may need to adjust their weekday lunch habits and plan ahead for drinks outside mealtimes, while staff and licensees will require training and monitoring to ensure compliance.
